@chullybun, Can we merge this into main, just to have an initial version of a plugin model and test consuming it? long term we probably need to figure out how to keep the instruction and skill files in sync (not duplicated) if this is going to live under a plugins folder + the .github root |

Why
CoreEx AI assets were only available when copied manually into a repository. This change packages them as an installable Copilot plugin so an empty repo can bootstrap CoreEx guidance quickly and consistently.
