Add possibility to calculate with or without seiches in the Europoort area

Enhancement description

Requirements:

• Seiches should be applied to all revetment calculations in case of region 17.
• Seiches should be applied to all GEKB calculations in case of region 17.
• Seiches should be excluded in "Waterstanden bij vaste doelkans" in case of region 17.
• Seiches should be optional in "Waterstanden bij vrije doelkans" in case of region 17.
• In all other cases, seiches should not be applied.
• Make it clear in the property panel view of a failure mechanism (states Hydraulische belastingen and Sterkteberekeningen) if seiches are applied or not for region 17.
  • Do not show seiches in the property panel view of Duinafslag.
