[Metabug] pelican-import and pelican-themes migration

This is a metabug to track the migration of pelican-import and pelican-themes from the main Pelican repository, as discussed in getpelican/pelican#800.

• Create files related to project packaging. (Add initial versions of setup.cfg and setup.py #2)
• Decide on how to handle tests in this repository. (What approach should be taken for testing in this repository? #4)
• Open pull request removing pelican-tools files from main Pelican repository.

Not sure; I was waiting on more feedback to see if the community wanted to move forward with this.
