What's new in 0.7.0 (see the release) — a recommended board-fidelity fix:

• Merged specs now read Done. A merged / ready-to-merge spec drives every task-phase sub-issue to Done (previously they were stranded in Todo unless every tasks.md checkbox was hand-ticked).
• Letter-indexed phases create sub-issues. ## Phase A — … (mapped A→1) now produces sub-issues instead of silently zero.

Additive; numeric specs byte-identical; extension.id stays linear; command surface unchanged. Manifest valid; a GitHub release with the v0.7.0 tag exists (archive returns 200).
