The current CONTRIBUTING.md file does not establish a clear process for contributing to the various components that live under this repository. The contributing guidelines should be updated to include specific workflows, testing requirements, and review processes for each distinct component e.g. cloud-controller-manager, gke-gcloud-auth-plugin, etc. This will make it much easier for contributors to understand how to propose, test, and route their changes appropriately.
