CI: detect s2/types.go doc-comment drift from the OpenAPI spec

1. Cheap guard (high signal, ~no false positives): fail/flag a PR that moves the
   s2-specs pointer without touching s2/types.go (or without a specsync-reviewed
   label). Forces the sync to happen; does not verify it is correct.
