Initial Dawn native WebGPU support is complete

This release marks that we have completed the initial Dawn bindings and that we have tested a subset of the functionality.

The Wasm bindings are still incomplete.

Fix handle leak with callbacks

Fix an issue where the reference counting was incorrect with respect to handles to GPU resources. This was causing a crash on Windows.
