Code Review

This pull request prepares the release of Apache Beam version 2.75.0 by updating the release notes, website configuration, downloads page, and adding a new release blog post. The review feedback highlights minor formatting issues in the new blog post, specifically duplicate periods and missing spaces before issue link parentheses, which can be resolved using the provided suggestions.

Important

The consumer version of Gemini Code Assist on GitHub is being sunset. Starting June 18, 2026, new organization installations will be blocked, and all code review activity will officially cease on July 17, 2026.
For more details on the timeline and next steps, please review the Help Documentation.

* (Java) Enabled state tag encoding v2 by default for new Dataflow Streaming Engine jobs. It can be disabled by passing `--experiments=disable_streaming_engine_state_tag_encoding_v2` or `--updateCompatibilityVersion=2.74.0` pipeline option. Note that the tag encoding version cannot change during a job update. Jobs using tag encoding v2 (enabled by default for new jobs on 2.75.0+) cannot be downgraded to Beam versions prior to 2.73.0, as only versions 2.73.0 and later support tag encoding v2. ([#38705](https://github.com/apache/beam/issues/38705)).

We may need to check https://github.com/apache/beam/commits/master/CHANGES.md and move those checked-in after 2.75.0 cut to a new 2.76.0 section
