Automated nightly regeneration of tend's workflow files.

tend version: 0.1.6 → 0.1.7

This regen bumps actions/checkout@v6 → @v7 and re-points the harness action from max-sixty/tend@0.1.6 to the new per-harness subpath max-sixty/tend/claude@0.1.7.

Notable changes:

• Actions restructured and named by harness — workflows now reference the max-sixty/tend/claude subpath instead of the repo root (refactor(actions): share step scripts; name actions by harness tend#712).
• Review workflow opts into actions/checkout@v7 so fork-PR reviews check out and run (fix(review): opt into v7 fork-PR checkout so fork reviews run tend#725).
• running-in-ci CI-poll loops trimmed to fit the Bash tool's 10-minute cap (fix(running-in-ci): trim CI-poll loops to fit Bash tool's 10-min cap tend#695).
• running-in-ci now surfaces scope blockers instead of silently routing around them (fix(running-in-ci): surface scope blockers instead of silently routing around them tend#717).
